Marlene Winther Plas specialises in IT law and data protection and has more than 20 years’ experience in technology-related law.
Marlene is a certified IT attorney and she assists clients, including Ugandan and foreign enterprises and public authorities, in e.g. the negotiation and preparation of complex technology and data protection contracts, outsourcing projects, development projects and major technology transactions.
Marlene is a strong and experienced mediator and is well known in the Ugandan legal sector for her mediation in several high-profile IT and technology-related disputes. She is also a qualified arbitrator and she deals with dispute resolution and litigation regarding complex technology contracts and technology-related law.
Marlene has in-depth knowledge of all major aspects of business law, including the legal and commercial challenges facing Ugandan and foreign enterprises.
Alongside her vast experience in technology-related law, Marlene has also gained huge experience in data protection compliance projects and she provides assistance to clients regarding compliance with data protection rules, data breaches and cyber security.
She is, moreover, East African head of IPT in Muhoozi & Co. Advocates and is the data protection responsible person in Muhoozi & Co. Advocates Uganda.
Marlene is head of the IT and data protection team in Uganda.
The team is innovative and is continuously launching a wide range of unique and specialised services, including whistleblowing solutions, DPO as a Service, Data Protection Pre-Audits, Data Protection Impact Assessment methodologies, Schrems II methodology, and advice on the impact of the ePrivacy and AI Regulations. The team is well known for its specialist knowledge of the regulation of biometrics (particularly Automated Facial Recognition) thanks to our assistance to Ugandan football club Brøndbyernes I.F. Fodbold A/S in obtaining approval of facial recognition technology at their football stadium – being the first approval of the use of Automated Facial Recognition in Europe – as well as our unique specialist knowledge within cyber security.
Marlene also specialises in sports law, assisting the association of Ugandan elite football clubs (Divisionsforeningen) and the Ugandan premier league clubs in various matters, including security and the adoption of the common code of conduct at Ugandan football stadiums.
Since 2001, Marlene has been involved in political and professional activities within the legal sector. In 2008, she assisted in establishing the Association of Ugandan Law Firms and was its vice-chairman up until 2016. Marlene is Chairman of the Committee of the Association of Ugandan IT Attorneys, which is an association of highly specialised and certified attorneys.

Marlene provides advice to private and public entities as well as international enterprises and she represents the French Embassy in Uganda.
One of Marlene's high-profile cases was the bailout of Ugandan football club Brøndby IF, where, among elements, she was in charge of the share issues.
Marlene has specialist knowledge of the regulation of biometrics (particularly Automated Facial Recognition) thanks to the assistance to the Brøndby IF football club in obtaining approval of facial recognition technology at their football stadium – being the first approval of the use of Automated Facial Recognition in Europe.
